    Does anyone know if the OEM S4 brake pads are a different formula than stock VAG pads

    Yes - given how much noise they can generate when cold.
    The pad characteristics also differ in the immediate bite. It's very different when you drive say, an S4 and a GTI back to back.
    Also, Textar makes the OE S4 pad, Mintex makes the OE GTI pad.

    I have noticed that the stock brakes on my wife's 2015 GTI are incredibly touchy, like if I apply the same pedal force in her car as I do on my S4, I'll get thrown forward out of my seat. There are some other factors at play, though, such as the ~3100 lb curb weight of the GTI versus ~3950 lb for the S4, so even if the resultant braking torque was similar I would expect the GTI to have significantly more perceived initial bite.
