They do not include HID Bulbs or ballasts.

8P0 941 004 H (‘06-‘08 AUDI A3) – RIGHT, Halogen projector, Includes Bulbs, very minor scratches.
8P0 941 004 BJ (‘09-‘13 AUDI A3) – RIGHT, HID, AFS?, No damage, housing is full of dust though.
