Here is exact description, applies to 2000 S4 model.
turn ignition on, switch headlight stalk up once for low beam. At this point, no low beams are coming on. Switch headlight stalk up once more for highbeams, and they both come on. Unless I am misunderstanding the stalk functionality. In my 2001 S4, the stalk went up one time for low and you had to pull it towards you to get high beams.

please disregard this post I am utterly stupid. From all the swapping cars, rentals, my gf car, I forgot the Cruise control stalk controlled the high. Since the stalk already had highs activated, it immediately indicated the highs were on and threw me off. I originally thought it was because of the ebrake switch being stuck on (in my VW it would have affected light control).
I did ultimately fix the ebrake switch which is a plus but feel REALLY stupid.
