Belly Pan Mounting Hardware - Need Help Figuring out What Fasteners Go Through Bumper

My car has been missing these forever. I'd like to finally figure out which fastener is used to go through the front bumper and into the belly pan. I just can't seem to figure out which one it requires or identify it from a parts diagram. Anyone know?

Try Ebay. I ordered a set of BMW belly pan attaching hardware kit (that are the same as Audi). Sorry don't have the link.

It's a 1/4 turn style screw with a flat head end. Same screw as the 3 in the rear middle right behind engine

Here's a thread I found that shows what goes where. I bought my hardware set on ECS a couple of years ago.

I've tried to get those 1/4 screws in there and they don't want to go unless the clip is messed up somehow and keeping it from going in. I wonder if its that torx in the pic above?
