When water or moisture gets on the outside of the radiator, when the thermostat opens and hot coolant begins flowing through the radiator, the water on the outside of the radiator turns to water vapor/steam as the radiator heats up. Or there is a leak in the radiator, usually at the tube sheets where the cooling tubes pass into the end tanks.

I'm guessing a new crush washer would fix that leak

That is a metal to metal compression fitting, no copper crush washer used there.

I would say you're either gonna need a new coolant line or you're gonna have to tighten that one up and see what happens.
