Low idle when car is in motion

I have a 99 A4 Quattro 2.8 standard trans.

the car normally idles at 700-750ish RPM
whenever im moving and throw it into neutral the RPM goes down to around 500 RPM
when i come to a stop it goes from 500 back to regular 700-750
what could be the problem?

Mine seems to be doing that too. Normally idles over 800 thou and when coming to a stop quickly or go in reverse the rpms dip towards 4-500

It might be the idle control valve, ill give that a clean and see what happens
