Before I put down the cash for a Ross Tech cable, wondering if it can help me diagnose a faulty starter. I'm assuming it's the starter, having some some issues during start.

I doubt it, maybe someone with more vag experience can confirm. You can always pull the starter and hook up 12v to it on a bench and see if it operates properly.

When my motor was seized, I got the following code using the cable to read the fault codes. If any codes are thrown the cable/software will pick them up. It's a lot of money to pay for a cable just to see if there is a code thrown, unless you plan on changing coding, logging TPMS enabling and all the other fun stuff you can do with the cable.

Have your battery checked too. Their performance goes down with temperature and if it's having trouble on cold starts and it's 4-5yrs old, it's probably time for a new one.

It could be the starter too and they usually go with mileage/use. I'd be a little surprised if it died under 60k miles but not impossible.
