HORRIBLE squeak when turning steering wheel... even if not moving

Alright so basically I thought my struts + strut bearings were shot. The struts were TOASTED, but the strut bearings weren't horrible.

I take the car down the road, same squeak! Sometimes it's noisier than others. If I turn the steering wheel, even while parked, it sounds like pure metal on rubber... a rubber-like squeak. Kinda like when you take corners too fast on certain kinds of parking lots and the tires make that horrible, embarrassing squeak? Thats what it sounds like when I turn the steering wheel left and right.

Check your power steering fluid levels. I used to experience a sound kind of similar to this. It was almost like a rubbery groan noise. Turned out to be a PS leak and my system was out of fluid.

Power steering is topped up and works great. No dead spots, no fighting inputs, no obnoxious noises etc. I dont know what else it can be. One guy said ball joint, but that doesn't seem like it would be it.

Just as follow up, it turned out to supposedly be a front lower control arm/ball joint that went bad. After spending too much at shop to do this, the squeaking has been fixed.
