low vacuum/boost, flutering boost gauge, running rich?

Alright this is the first car I have owned other then a cummins and I know nothing about them, it is having multiple issues (at least I think they are issues). Its a 1999 audi a4 1.8t with a ko4 turbo, bigger intercooler and a blow off valve. It seems as if it is running really rich all the time and has terrible fuel economy but I have no codes, im only seeing 10-12 inhg vacuum at idle and I have checked it in multiple places with multiple gauges, and normal boost is around 4-6 psi and occasionally I see 8 psi, I have smoke tested the entire intake and pressure tested it and it does not leak down so I dont think I have a leak. Also when I do have the small amount of boost I see the gauge seems to flutter really fast the entire time. Any help or ideas would be greatly appreciated.

Get rid of the BOV for a 710N DV, Forge DV, or whatever other DV you like. Just get rid of the BOV.

Where is the source for your boost gauge reading?

Do you have a wideband gauge to verify that it is running rich?

Ill make sure to get rid of the BOV. And I plumbed in the boost gauge where the line came off the intake to the BOV. And I dont have a wideband gauge but I assume its rich because it has fouled a few plugs and they are always black when I pull them out and it gets terrible fuel mileage. I bought the car for my girlfriend not knowing someone had messed with it and I really dont want to put any more money into it then is needed.

What engine is in the car? Is the bpv solenoid still present? I ask if the solenoid is gone because you mention the vac line is going straight to manifold and and dv. Depending on the engine it is supposed to go from manifold to solenoid then to dv.

What size injectors? What tuning? Lots of variables here. My money's on tuning.
