Bottom Part of Front Bumper Sticking out, Can I Zip-Tie?

The Bottom Part of my Front Bumper is Sticking out, Can I inset Zip-Ties through all three holes to hold the bottom part from sticking out? I think the previous owner got into something nasty with the front bumper, and there is no way to conform the bottom part of the bumper to its original factory condition; whenever I drive over an unleveled surface, I can feel the lower part of the bumper (that is sticking out) making contact with the ground. I see the screw holes on the bumper, but I don't see the holes where the bumper is supposed to align to. Any ideas?

Those holes are for attaching the bottom cover/skid. But yes you can zip-tie the bumper up, I did after the wife drove over a parking curb then backed out.

I thought there were three dedicated holes for screwing in the bottom part of the bumper as well. Does the bottom part of the bumper and front part of the belly pan attached on the same screw holes?

As far as the bottom cover / skid is concerned, one of three screw holes on the frame was recently stripped away. Is there anyway to mold a new hole there? I'm wondering why Audi chose to go with plastic instead of metal in that area. Is there a part number?
