scratches (?) down side from gas cap

exiting the car today my wife noticed what looked like spill stains from the gas cap. i told her that it wasn't, but when i looked where she was indicating, it looked an awful lot like a stain from gas overflow. when i ran my finger over it, it didn't seem like a stain or anything. it looked more like scratches, actually. i couldn't figure out how scratches could occur there. i took a photo, but it doesn't show the entire condition. it does show how the 'stain' looks like scratches.

there are a few other scratches off to the side, but it doesn't seem like they are part of this same condition.

Anyone good with a buffer can probably fix it.
