i had a maf that threw a code and gave me a cell but i was able to reach 18psi with a basic chip. I needed to pas inspection so i bought a new one and replaced it, no code or anything but now i barley make 15 psi, what the heck is that how can that be explained?

So if you want to blame this on the MAF, you would need an A-B-A test. You've seen 18psi with setup "A" (old MAF), then setup "B" (new MAF) you notice only 15psi. So to be certain the MAF is causing the phenomenon, simply swap the old MAF back in. Presto: answers.

It is difficult to give you any more insight as you haven't shared your codes or MAF logs or any other data. Or even basic information, like what year and engine you have in this car. So that's all I got for now.
