Can Someone Name that part number

so somewhere between driving through that heavy snow, i guess it ended up building up underneath one of the plastic covers that are under the car. end result below. anyone know the part number?

fukc. after a ice punctured my foglight/ smic last winter.. i hate to see what happens this year. :/
