Let's not forget the great smell if a catless car, and the occasional backfire pop you hear when you shift just before the rev-limiter. As whartung said, the problem our planet is facing is not from the very very few car that dont run cats. it for sure makes no measurable impact on the environment. the real problem is ships, planes, buses, etc. and that's just the transportation end of things.
if you think catless cars in the United States are a huge problem, go after the cars in other countries that have entire populations without them. When everyone is on equal footing, then go after the guys not running cats here. Those without cats in the United States are tiny fraction of a single percentage of the cars running in the US. I still believe the first priority is to eliminate the BIGGEST sources of pollution, not worry about a few dozen S4's and i guess other enthusiasts when all BUT 250 million people of this planet are running catless. It's easy to spot a car with no cats in a country where no one has them. Fix that problem first to eliminate a vastly larger source of pollution than some enthusiasts. The guys on this forum (and AZ) are a fraction of a single percentage of the people on the planet running without cats.
