What is this tag I found under my intake air box?

Does anyone know what this tag is or what it means? It's ziptied to the engine, underneath the stock intake air box. Inside a little plastic bag.

Looks like the import/export hazmat certification i would bet, as well as the engine/chassis sernos. The hazmat is required to be inside the locked chassis and attached to the engine in some fashion during shipping and receiving. The dealer/dock probably just missed it.
