    Fuse box question?

Ok i have a huge problem that has been bugging me for a very long time. Any help would be greatly appreciated. I have had my ABS and brake light turn on about 6 months ago. I sent my module in for a rebuild and installed it tonight, and the exact same problem persists. I know the module is the problem. So, I was extremely disappointed, and went for a drive. When I got home I decided to take a look at the fuse box to see if everything is ok with the ABS slot. So i look at the owners manual and it says slot 16 is the ABS fuse. 5 amps. I look, and there is no fuse in slot 16. So i found an extra fuse, and it wont sit flush in slot 16. By the looks of it, there isn't a terminal for the fuse. Is this normal? What gives? I am absolutely stumped. TIA.
