    C4 EGR/vacuum issues

I have had a CEL for a while now. It reads an EGR insufficient flow fault because I have the vacuum line disconnected from the valve because when it is plugged in the car runs extremely rough, so I assumed it was the valve and figured I would just replace it. I went out to monkey with the car today and traced the vacuum lines around the engine VIA the diagram under the hood.I have a spare check valve that the ERG vacuum line plugs into, so I swapped the two, didn't resolve the issue. I start playing with the other vacuum lines and disconnect the line that goes into the throttle body. With the line plugged into the EGR valve and not the throttle body, the car runs great, as well as the other way around. But when both are plugged in, it doesn't run good at all. Any thoughts?
