New hood?

Ok so late fall 2009 i purchased my first car, a 98 audi a4 1.8t quattro w/ 16**** on the odometer for $3000. Obviously its not gonna be perfect but there is a few things that really look like S***. First is the hood. The top is littered with scratches and around the grill its dented,chipped, and rusting fairly bad. So i was wondering what to do? go to a body shop and get it sanded, buffed, repainted or whatever or do i just buy a new hood. If i should buy a new hood should i go for a CF or normal one? ive been looking around and the boser hoods have grown on me. I am a super noob in this field but am always wanting to learn more. What are your opinions on this
