RPM problem in between shifts

I have a 2006 Manual A4, when Im in first gear I can only reach 4000 rpms and 3500rpms in Second and the rest of the gears. Even when I push the pedal to the floor and the car is trying to go fast at a higher RPM. It still doesn't. If anyone has any ideas please let me know

do you have the apr chip? it sounds like you might be stuck in valet mode.

^^I would agree. The only other time I've seen this problem is when a coil pack goes, but then the motor would run like crap, and you'd have a CEL flashing like mad.
