Hey guys...recently my driveway tore my front bumper off..literaly..and now this little sensor is dangling..is it important? can i just snip it off? were does it belong if not?

And this is what the bumper looked like when i unattached the few clips holding it.
(you can see the sensor in the background..)

I fiber-glassed it from the back...its looking good , i'm just fabricating a new way for the bumper to hold on since all the tabs are gone.
I'll post pictures once its back up!

is it possible that it would cause my car not to start?
I wanted to move my car today and it didn't want to start for about 5 minutes of trying...until it finally started
This never happened to me before (car not wanting to start)
Then i saw that this sensor was in the snow....would that be the reason?

hmm... shouldn't affect the car starting at all. Maybe your battery's voltage had dropped from the cold..?

its currently 5 Celsius (41 F) and the the car didn't want to start 30 mins ago, as well the battery was fine..between 12v-14v.
This winter, even at -35c (-31F) the car would start with no hesitation.
Its the first time this occurs...and it so happens that yesterday the bumper had been torn off....that's why I'm wondering if there is a correlation between the two.

That sensor does not have anything to do with the car not starting. It merely tells you the outside temperature on your gauge cluster.

The computer accounts for temperature when starting. Im not really sure about outside temperature, but I know it looks at coolant temperature. What does your gauge cluster read for the outside temp?

it reads normal outside temps, and the car has been starting perfectly ever since in the incident...
I'm still curious if that sensor dipped in snow could have been responsible..even if its just a outside thermometer

Nope. Engine uses Intake Air Temp (IAT) and Coolant Temp. It doesn't care about outside air temp. This sensor is used for the DIS display and for the HVAC (Climatronic) system.

Try any of the site vendors or a dealership. When your car wouldn't start, did you smell gas? Could be a coolant temp sensor. Sometimes when they fail they make the car think it's colder than it is causing the car to add more fuel and it floods itself. You should get the car scanned if it happens again.
