Are new orders delayed around April?

A salesman told me around april the factory goes on vacation and new orders placed close to that time are delayed significantly longer than the usual 90 days. Is this true?

Yes that's the shut down and retooling for the model year change over. Get your orders in now unless you feel like waiting till August or September to get your car.
