I'm not 100% sure, but I would assume it is coated after it is woven.

Neither. Bi/tri axial material is usually fiberglass and is stitched, not woven.

I do it with normal black carbon fiber all the time, just takes a little bit of practice.

Just a bit more time consuming than normal carbon fiber. Sometimes I have to sand it down and build up more epoxy around the edges.

A while. I had to redo quite a few pieces because the bags were pulling off the aluminum coating, which made the pieces look pretty bad.
