theres a process for a reason. No matter how mundane it is, they have meters for a reason. You can't write tickets on assumption. The cop made an assumption his tints werent legal, and willfully neglected to use the provided tools to acquire proof. Apply that logic to a more serious offense like a class 1 criminal offense (wreckless driving etc) and the state would be lucky to get off with a dismissal and not a countersuit. The tools are provided to the officer for a reason, if he willfully neglects to use them, thats a serious deal.
