    When the vehicle is shut off should i be able to move the rod or no?

    the only thing that would stop you is a spring, so yes you should but there should be about 7psi of pressure trying to keep it closed.

    May just be the actuator.. You can't really diagnose the whole wastegate without taking the turbo out. I have an extra K03 for parts and I could sell you an actuator for cheap.

    no if you can move it you have an issue, and arnt boosting as much as you should if its stuck open
