If the car isn't your primary transportation, I'd spray some WD40 on it, tap with a hammer to get it on all the threads, let it soak, take the turbo out, and use vice grips or something to grab the piece sticking out and get it off. This has happened to me 2x and it's a bitch. The first time, there was a piece sticking out...MUCH easier to get out than the 2nd time when it was broken off IN the hole.
As for getting a shop to get it off, can't help you there as I'm not too familiar with the local shops. Depending on the space/location, you might be able to get the thing out without taking the turbo off though...might be worth trying yourself. Just get another stud to replace.
