After doing some searching, I found that most people said the bumper had to be off to remove the trim.
Others had said that it could be done with the bumper on but the broke the little clips off.
I decided to give it a go very lightly to see if i could get it out with the bumper on, and what do you know, it was really easy. didnt break any clips whatsoever either!
To remove:
Start by pulling the front side (closest to end of the car) up using your hands (i didnt need tools just yet) Work your way from one corner across to the other end.
Once the first row of clips is out, you can go get a flathead or small chisel, wrap it in some cloth and work your way in under the strip.
Lift the chisel upwards and allow it to press the bumper down and flex it so that the clip pops out, gently pull the strip away from the car work your way along each clip pulling each time you press the bumper down.
It was hard to get a picture of whats going on inside, but heres what youre dealing with:

Painting:
Without sanding i got the plastidip out and gave it around 6 light coats. If i dont like the black I can always cut the paint open peal it off, or if i like it, ill keep it and hopefully it will hold up.
I chose plastidip because it wont chip or scratch if i accidently hit it loading my trunk.
Prior to sanding and painting, wash the piece really well. I used some laundry detergent to get the job done.
I didnt sand incase i do decide to go back. If you want to get better adhesion, try sanding lightly with around 400 grit.
Start your coats very lightly, dont try to cover all of the silver in one pass, youll end up having running paint.
Take 10 minute breaks between painting, and be sure to paint the bottom aswell if youre using plastidip so that it doesnt peal off from underneath

To pop it back on, just press it in slowly from one side to the other.
Sorry that the pictures in the DIY are all with the painted trim, i didnt take any before.
