Painting Lower Question.

Okay I have a bumper that is covered in OEM silver paint. However it's rashed up pretty bad. I'm considering painting it myself because I'm broke. However...do I need to strip off the silver paint or can I rough it up and spray over it? Or just give me all the steps lol. Thanks guys.
