Rolling stop ticket?

So my friend calls me last night, tells me that he just got a ticket for rolling a stop sign. I chuckled - knowing the area and time he got it in...(1 am in the morning, popo's camped at a church)

anyways.... he asked me if it was gonna cost him points...i wasn't 100% sure, but I told him that a moving violation should cost you demerit points...can someone confirm this for me/him? thanks!

he's same age as me, 21 ... but he has an accident on his record, this would probably impact his insurance(not that it's good now)..which is why he needs to know

as far as front plate goes, i was on and off with it, but as it stands now - nope... *knocks on wood*

Is it not less about demerit points now and more about the number of violations when it comes to insurance.
