Thunderhill just repaved this year including reworking a few of the turns- much safer. They also installed an additional canopy in the paddock so plenty of covered parking.

Do I have to be an ACGG chapter member to participate at T-hill or can I just pay for the track registration?

You need to be a ACNA member. $44.00 for the year and then you can register. I believe this can be done at the same time.

Open racing? THill has testing days not sure what the current fee is and you may need a comp license.

HPDE (non-racing) clubs have different fee's- Audi is offering the one day novice at $265 this includes class room, driving exercises (slalom, threshold braking etc) then in car coaching. Other clubs fee's very but IMHO Audi is one of the better programs for the first time- Hooked on Driving or if you want to compete NASA would be a close 2nd. For more seat time you can look at TEAM, Trackmasters, NCRC etc. and find weekday specials for around $160.
