2004 Audi A4 3.0 Steering Trouble

Hello when my car is park i place it in neutral and turn the wheel i get a sound like humming sound i can feel it on the wheel. Its loudest when i rev the car up to 1200 rpms and i also hear the same sound when the car is slowing down on the road. I honestly have no clue what is going on can someone please help me.
