The various codings, provide different lighting function as you figured. The "Rest of World" coding works just like the US coding does, with stock wiring.** The situation is that US/CDN spec A4s are wired such that the fog light switch is powered from the low beam headlight circuit. Connected this way, the fogs light switch is not energized if the low beams are OFF. That is why the fogs only turn ON with the low beams ON also.
For Non US/CDN spec cars, the fog light switch is powered from the Load Reduction Relay, J59, terminal 2, and that provides +vbatt to the fog light switch whenever the ignition key is ON. Therefore with this wiring allows the fogs to be ON without the low beams ON also, but the parking lights will be ON too.
The coding for the "Northern Countries", is different. In that mode, the all of the lights are ON with the headlight switch OFF, and turning the switch to the first position, turns the low beams OFF again. The actual results of changing the power source for the fog light switch, combined with the several coding modes available, needs to be determined. Maybe someone in Europe can provide more information on the lighting functions possible with the Non US/CDN wiring configuration. Otherwise, I plan on making the wiring change soon myself.
** Except, the US coding provides all four parking lights ON with the turn signal lever in the Left or Right Turn position, whereas the "Rest of World" coding, the parking lights on only one side are ON with the turn signal lever switch according to if the Right Turn or Left Turn position is used.
