just getting ready to clean my car and i found this wire hanging out...does this have anything to do with the dashboards lights?

yeah there is my radio lights dont work and i have a damn fuse and battery light i keep changing the fuse and just keeps popping

that wire is aftermarket... the factory wiring int he car is wrapped in black material tape... thats def an aftermarket electronic of some sort... likely the source of your blown fuses

yes you can just buy a starter without an alarm. OP, that definately looks like an aftermarket wire to me. do you have any aftermarket audio equipment in your car? in the trunk still using the factory headunit? I agree with an earlier post, it looks like an antenna wire for an alarm or starter. Also a remote gain control for some amps that may have been used in the trunk at one time. Mine had one when i bought it. I got digging around and behind the trunk liner was a legacy 3 way crossover with a remote gain.... not hooked up just laying there.

could also be a wire for a sub setup. Although the gauge of it looks small.

looks like an ethernet cable to me, cat 5 maybe 5e or 6. could have been used for Vag-com

Get those radio keys out and do some digging.

Looks very similar to my Valentine 1 Radar detector hard wire or remote display wire. The V1 uses basically a telephone cable. Drop the panel down and see what you have going on under your dash. It's very possible that a splice or tap may be the cause of your short.
