Richard, I understand your thought process, however, the Bosch Motronic system is among the most intelligent in the world and will learn itself up or down to a certain degree, based on ambient pressure, temperature and other parameters such as ignition timing correction. To my knowledge, most tuner simply minipulate the stock tables in the ECU to achieve the desired requests. This will not vary between companies like APR, GIAC or what Avalon MS does.
You are also correct that a custom tune to optimize the performance of a vehicle at a given elevation, intake temps, etc.. will not function as optimally at sea level, however the Bosch system will correct to safe measure accordingly.
By the way, Avalon Motorsports will be announcing, very soon, that they will have the ability to store and switch between multiple programs. This means that Avalon can provide a stock or general sea level file to acompany the custom ALTITUNED program.
