High pitched whine from engine when on...

It goes away when I remove the oil cap, and comes on when I put the cap back on.

Can hear it in idle after the car has warmed up.

I checked the oil, it seemed a little low, so I put in some Full Syntec 5W30 (a quart or so) thinking it might take care of it.

It's still there.

When I initially step on the gas, it gets slightly louder, but then decreases once it shifts, but is still there when I come to a stop at a light or intersection.

At this point, I have no idea what to do other than go to dealer and get taken $120 for an inspection.

What say you guys? Any ideas?

Could be belt or pulley, maybe water pump.

If the sound is going away when you remove the oil cap, I would say you probably have a bad PCV Valve. your crankcase creates pressure while the engine is running, and the pcv valve relieves this pressure into the intake. if the valve is not functioning, the pressure builds up until something eventually gives.
the whistle you're hearing is probably air starting to leak out of your valve cover gaskets. Just my theory.

Mine sounds like a whistle but it's not constant. I had my timing belt at 92k with the water pump still whistles. I also get like a knocking sound when the car is in drive. I've been told it's not from the motor

I'm with V8WEIGHT on this one...had a similar issue with my B6 wagon with a 2.0T and it was the pcv valve.

The B6 had the 2.0t? I thought that motor came out in the B7. Shows what I know.

I had something similar and it was a faulty dvt valve.

In the Audi line it came out in the B7...came out in the 2005.5 model year. But in the VW line when the B6 A4 came out, the Passat deviated from sharing the platform and went with a facelift instead and therefore designated that chassis the B5.5, and in 2006 when the A4's were designated B7, the Passats were then designated the B6.

So you were right. Shameless whoring of the old Passat before I got my C6

Any idea how much this job should cost?

I may just buy the parts online and take it to an indy shop if it's gonna be a huge difference in price.

I wish I could help you in the price dept. but mine was under warranty.

And thanks for the love on the wagon guys. Kinda miss it, but really can't complain about the C6. The next few months will bring about a few changes to that thing.
