bumper removal help

So I'm following the DIY for the front, have the two fender bolts removed, 6 fender bolts, and have the hex bolts loosened (very far).

The bumper moves forward and isn't catching the hex bolts but it seems like the bumper it catching by the wheel wells where I removed the other 2 bolts.

Am I missing some bolts somewhere not mention in the DIY?

Am I supposed to pull the bumper out and away from the fender hard by the wheel well, kinda like disconnecting some plastic clips or somethng?

yeah, those are the hex bolts in the middle, correct? One left of center and one right of center. Yeah the bumper pulls free of these, seems like the lower bumper by the wheel well on each side is bolted down somewhere else.

i know the USP bumper has three plastic snaps down by the wheel well. (not mentioned in the DIY. took me forever to finegle the first side off then the other side was a breeze. just pull on it by the wheel well and it will eventually snap free
