How long is the time limiter?

To confirm, this means rep provided on closed and/or older threads will expire after a certain time has elapsed correct? If so, what is the time period?

No, this means that one will no longer be able to give positive/negative rep on those threads. It's currently set to 5 days for closed threads and 90 days on inactive threads.
