nope. Diameter of the bolt.
(Examples)
Metric bolts have a measurement for diameter in values of M6, M8, M10, M12, M14, etc.
Pitch of thread is measured in values like, 1.00, 1.25, 1.50, etc.
The diameter of the ball seat is measured in values like, R12, R13, R14, etc.
Most Asian imports run M12 diameter with a pitch of 1.25. Audi's use M14 diameter with a pitch of 1.50.
Because most tuner lugs are built for the Asian market, they are M12. To complicate things even more, almost all aftermarket rims use conical seat lugs, so aftermarket tuner lugs are conical. OEM Audi rims are ball seat.
There are tuner lugs for Porsches, which are M14 x 1.5, but they use an R14, which is a much larger ball seat diameter than Audi.
Again, I've been searching for 2 years now for tuner lugs, and have given up on the idea.
Just getting ball seat nuts that have the right diameter have been a PITA for my stud conversion with OEM wheels.
After going back through some old notes, I was incorrect about the diameter sizes I told you in the earlier post. The correct diameter ball seat for Audis is R12. The only place I found them was from Pure Motorsports:

All the other companies out there I tried ordering from kept saying their ball seat nuts would fit my rims, but when I test fitted them they did not seat all the way down. They seem to have R13 size nuts. They appear to fit the hole from the front, but when you look at the rim from the back, there was always a gap where the ball did not seat all the way down into the hole.
Here is a picture I took and sent to the companies to prove that the nuts they kept sending me were not the same diameter ball seat as an OEM bolt. And that they are possibly unsafe if people are using them. I threaded one of their nuts onto an OEM bolt. As you can see, the nut is slightly larger in diameter.
