CLIMA problem!

Hello friends.. I have a little problem with my clima system who is working ok, but for a few times when I tryied to start it,he wouldn't start! Also this morning, when it was a little cold outside, the clima doesn't worked..and yesterday evening he worked ok!
Do you experienced these kind of problems? thank you!

When the outside temperature is below 3 degrees C the aircondition has a safety device and does not start.

Last year I had the same problem and some very smart engineers tried to change the relay in order to find the "problem"!!!!!

I am not Romanian, I just live here.

in Greece I did not had this "problem" because there we dont have too much under 3 C degrees, I encouter this in Romania for first time and at least in Constantza many engineers they did not knew why this is happening.

For this year I am trying to find a by-pass trick inorder to activate the A/C even when it is below 3 C because then I really need the windows to be clean. So far I did not find the solution.
