What would be my best choice of a tire if i live in southern california by the beach but i drive up to the mountain about twice a week in winter to snowboard and spend 3 weeks every winter in Bend, Oregon and Tahoe in fairly heavy snow and ice at times. I want the best grip in snow and ice yet ability to be daily driven and handle well in warm weather as well.

    that tire does not exist.

If you want a good performance snow tire, the Dunlop 3D, Bridgestone Blizzak LM25, Pirelli SottoZero are all good options.

The problem with the dedicated winter compounds is they get extemely soft as temperatures exceeed 50 degrees, so they are more likely to slide on wet surfaces than grab and will wear very quickly. I'd probably do a decent all season and not take the chance that you have a problem for the majority of your driving.
