turbo seals going out after 4k???

heres the deal i took my car to get inspected last winter and found out the turbo housing was cracked from improper installation by the previous owner. the shop sent out the turbo to be rebuilt with a new housing and installed the rebuilt turbo. on the test drive the car was spewing out smoke and it was just a mess. they found out the turbo shop never put seals in the turbo.... they fought over who was going to pay for it but in the end the turbo shop ended up rebuilding again at no cost... i thought i was through all of this... everything was working fine until i took my car to a different shop to figure out why it was dying on idle. i had a bad throttle position sensor and some other electrical problems. got all that fixed and they did a quick check on everything else on my car and they said that the turbo seals seemed like they were on their way out... after 4k miles... who do i complain to. the shop that installed it? or is that normal.

    btw its a gt28r.
