DRL mod

I brought a 2003 RS6 from U.S. to Canada, and need DRL's to pass inspection.
Alsa purchased Ross-Tech usb hex-can, and , in #17(instrument) I changed the "soft coding" for country from #2 U.S. to#3 Canada.
I now show km. instead of miles, but no DRL,s
Does anyone have any suggestions?
