I think APR's mani has that "twin scroll" flange on it doesn't it?

It is a APR manifold and they are pulse matched. Twin Scroll related to the actual turbos themselves and there are no readily available T.S. turbos with a T2 flange.

Just like Greg said, it is an APR manifold and the runners are divided so that the flow of the pluse is focused at the flange and dont flow past any other ports at the head flange.

Yes, it is the APR manifold. Not a true twin scroll since there is no divider inside the turbo. It does focus the exhaust flow directly through the flange as apposed to a log manifold where they fire into each other. You can see in the picture that cylinders 1 and 4 come through the right side while cylinders 2 and 3 come through the left side.

Yep, its got a fresh ceramic coating, along with the turbo and test pipe

But in all seriousness, 2 reasons... First is that I have yet to see a kit full kit (hardware and software) that work, and work well. Second is diminishing return on your money. The more money you spend the less HP per dollar you get.
