i generally buy nice(ish) tools as I see them as an investment. but for the sorts of tools that you only will even need to use a handful of times many of the tools at harbor freight are plenty good enough to do the job. not their bargain bin ones, but the ones that at least come in some sort of package with some brand you'll never hear of again. pittsburgh i think is one that i picked up some wrenches of that are actually not terrible. good enough to keep in the trunk or to loan to my buddy who is bad at returning things quickly.
i got a thru-socket set that is great. decent quality and good finish and for the amount of times that i'll use the thing it will last me for years i am sure. that and it cost under twenty bucks!
back on topic, OP if you get springs now and end up liking the drop, by the time the shocks go (and they will) you will have an alternative choice of just getting new shocks instead of going CO route.
if you 'know' you are going CO, just wait and save up. isn't there some cheap group buy going on? i remember seeing some thread about $650 CO's that is barely more than shock/spring setup!
