It is, but Sunoco 94 also contains 10% ethanol...Shell 91 V-power has no ethanol.
Switching from Sunoco's Ultra 94 to Shell's 91 V-power I noticed a notable power AND fuel economy increase...it was recommended by another car-head and I was skeptical, but indeed it made a difference of almost 100km's per tank on my stock S4, plus it just felt better overall. Been using V-power since.
However, if your chip is for 93 octane, consider calling it's manufacturer and asking if it can adapt to 91. If yes, try out a few different places and see what works.
If no, stick with 94 to be safe.
