    Bad N75?

Im having a problem I had Revo stage I and would boost 16 pounds and then when I added the test pipe it would go to like 17-18, then recently the car started feeling slow so I got stage II and the boost only goes to 15 pounds and wont hit 21, and from time to time when im on the highway in 5th gear and play with the throttle it will go up to about 20 then drop down but still feels slow, do you think this could be a bad n75?

And with the stock turbo typically boost levels are 20-21 spike immediately dropping off to 18 and tapering down to 13-15 by 6k

pressure test for a boost leak before labeling a bad N75.
