Wet Sanding

I was planning on painting the hood of my car. A friend told me that I need to wet sand my hood first. Is this true? And if so, would something like this work?

You could use that or just get a normal rubber sanding block, wet sand paper and a water hose and you're set. Set the water hose up so it's continously wetting the entire hood as you sand.
