i cant seem to find a euro front bumper with the cut out for the euro plate...any suggestions on where to find one??

Why do you need one? I have a german plate on my car and just taped it on with 3M foam tape. Works perfectly, no paint damage, cheap, and you can remove it and all the residue in about 10 minutes. You just have to bend the plate slightly around the curve of the stock bumper.
