It's for Audi Wifi. Simply call AOA and tell them you would like to activate it. Once you pay the setup fee, you will be able to access the internet via hotspots such as Starbucks and McDonalds.

Yep, that's it. It's more of a "phone prep" though. It used to be sold with the old Motorola V60 flip or even a full phone kit with a full handset. Kinda like the old school ones from the 90's.
