About fuel gauge

I am going to buy this speedometer.

However, I saw that the pointer of the fuel gauge doesn't go all the way back to "empty." Will there be a problem? Thanks.

They say they tested in and offer a warranty. Not sure how reliable that is but it looks like if it doesn't work they cover it from what I read in the auction.
