Will these cause any issues on my B7 S4? I want to lower it shortly also.

    19x8.5 +38 offset
    19x9.5 +32 offset

I have an option to buy this staggered setup but am worried the rears won't fit.

the 19x8.5 wheels we can guarantee to fit (at stock ride height) are ET 35+, so I'd lean more toward the ET38

Fronts should fit fine as long as the correct size tire is used. Unfortunately i have no recommendations for staggered.

I think the recommendation you'd get from an Audi tech on 'staggered' sets is 'Don't do it'

fks with the Quattro. Causes it to think there is wheel slippage for some reason.

You can get away with it in a RWD M3 or 911, but I don't think its adviseable on a B7 S4
